eql software package provides load balancing tool for serial network connections, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install eql
eql is installed in your system.
Make ensure the eql package were installed using the commands given below,
$ sudo dpkg-query -l | grep eql *
You will get with eql package name, version, architecture and description in a table
